EAP is designed to assist in identification and resolution of personal, family, and worksite problems faced by state employees. This service is offered to state employees and their immediate family members free of charge so employees and their families can get help when they need to - easily and confidentially.
IRS Mileage Rate Effective January 1, 2025
The standard IRS mileage rate for the business use of an employee’s personal automobile has increased effective January 1, 2025,
from 67 to 70 cents per mile
The state bargaining agreements and compensation plans base mileage reimbursement
rates on the standard IRS mileage rate that’s in place at the time of travel.
As a reminder, two options are provided for determining the mileage reimbursement
rate for any given trip:
- If the employee travels in their own vehicle because no state vehicle is available, the reimbursement rate is the current IRS rate (70 cents per mile for miles driven beginning January 1, 2025).
- If a state vehicle is offered but the employee declines and travels in their own vehicle, the reimbursement rate is 7 cents less than the current IRS rate (63 cents per mile for miles driven beginning January 1, 2025).
NOTE: “State vehicle” is defined as any vehicle owned or leased by the state or loaned to the state.
Please refer to the bargaining agreements and compensation plans regarding mileage reimbursement rates for the business use of an employee’s specially equipped vehicle, motorcycle, or personal aircraft.

All work related injuries must be reported to the employee’s supervisor as well as Human Resources. The injured employee's supervisor will need to complete an Injury, Illness, Incident Data Form, as well as provide the employee with forms to complete and information related to health care. Complete packets of necessary paperwork are on file with the Campus CEO/Manager and Receptionist Support Person on each campus.
All work injuries and incidents must be reported to the Human Resources office within 24 hours.

EAP provides cost-free, confidential, professional assistance to help employees and
their families resolve personal problems that may, though not necessarily, be affecting
job performance. EAP is primarily an assessment, short-term counseling and referral
agency.

Pre-tax Program
Pre-tax benefits allow an employee to pay for certain expenses with money that is
deducted from pay before it is taxed. Because the employee is taxed less, take-home
pay may be more. The following are pre-tax benefits: Health and Dental Premium Expense
Account, Dependent Care Expense Account, Medical/Dental Expense Account, Parking Permit
Expense Account.
Short-term, Long-term Disability/Managed Income Protection Plan
If an employee becomes disabled because of an illness or injury and can’t work, Short
Term Disability (STD) benefits help replace lost income. Benefits begin on the 1st
day of an accident or 8th day of an illness and can continue for up to 26 weeks while
the employee is disabled. Long-term disability benefits extend income protection if
a disability lasts for more than six months.

Under provisions of Minnesota law, most state employees are members of a state retirement plan.
- Classified employees are enrolled in a defined benefit plan with the Minnesota State Retirement System General Plan.
- Unclassified employees are enrolled in one of several retirement funds – MSRS General Plan or Unclassified Plan, Teachers Retirement Association, or the Defined Contribution Retirement Plan.
- There is no mandatory retirement age for employees.

Defined Contribution Retirement Plan (DCR)
These defined contribution plans provide you a benefit at retirement based on the amount of your contributions, Minnesota State contributions and the market value change (earnings). The investments you select and the performance of those investments over time will have a significant effect on the amount of your retirement benefit.

Additional Voluntary Coverage
Employees can choose to contribute additional amounts to two other retirement plans. Employees can contribute to one or both of these plans, but contributions are subject to the IRS regulatory maximums.

Tuition Waiver Application & Guidelines
Application Deadline: Before June 1 for fall semester and November 1 for spring semester
Discretionary Tuition Waiver available in the AFSCME, MAPE, and MMA collective bargaining agreements as well as the Commissioner’s Plan, the State Managerial Plan and the Minnesota State Personnel Plan for Administrators.

What is a discretionary tuition waiver?
New language in the AFSCME, MAPE, and MMA collective bargaining agreements as well
as the Commissioner’s Plan, the State Managerial Plan and the Minnesota State Personnel
Plan for Administrators allows a college president the discretion to authorize college
employees to use their tuition waiver benefit at a state university and a university
president the discretion to authorize university employees to use their tuition waiver
benefits at a state college.
Additionally, such authorization includes the discretion to allow expanded use of the tuition waiver benefits for applied doctorate courses at a state university (MSCF faculty already had an option to use tuition waiver benefits for applied doctoral courses). The president may also, at their discretion, authorize the spouse, domestic partner, or dependent children of an eligible employee to access tuition waiver benefits at either a state college or university. Please note, the discretion to extend the expanded benefit to family/dependents does not apply to MSCF faculty or to the spouse and/or dependents of MAPE employees.
