Minnesota West Earns High Marks in HLC Review for Off-Campus Excellence

Minnesota West Community & Technical College recently underwent a Multi-location Visit Peer Review conducted by the Higher Learning Commission (HLC). This comprehensive evaluation included on-site visits to two of the college’s additional locations, notably the Mayo Clinic in Rochester, MN, and Fairmont High School, one of over 50 partner high schools offering dual-credit opportunities. The review results highlighted the institution’s dedication to accessible, high-quality education, strong student support, and workforce development. At the heart of this achievement stands Provost Dr. Arthur Brown, whose leadership and vision have been instrumental in ensuring the continued success of Minnesota West’s multiple off-campus locations.

Minnesota West has demonstrated a strong commitment to maintaining high academic standards at its additional locations. The HLC report noted that the off-campus programs align with the institution’s broader strategic goals, ensuring students receive high-quality education regardless of location.

"We are committed to delivering a seamless educational experience across all of our sites, ensuring that every student receives the same level of instruction, support, and opportunity," said Dr. Brown. He highlighted the crucial role of Minnesota West’s staff and faculty in establishing structured faculty mentorship programs, rigorous assessment models, and maintaining accreditation compliance across all locations. 

The college’s dual-credit REACH program at Fairmont High School is a prime example of Minnesota West’s commitment to expanding educational access. The program enables high school students to earn college credits, helping them get a head start on their academic and career pathways. The HLC review highlighted the effectiveness of the faculty mentorship model in maintaining course alignment with college-level expectations. Dr. Brown emphasized that these partnerships with high schools are critical in fostering a college-going culture and reducing barriers to higher education.

The Mayo Clinic site offers another unique opportunity for students pursuing careers in healthcare. As part of their surgical technology training, students gain hands-on experience in a world-class medical environment. The review process involved an in-depth examination of the clinical training students receive, further validating the program’s excellence. Dr. Brown noted that "our collaboration with Mayo Clinic exemplifies our mission to provide industry-aligned education that prepares students for in-demand careers."

The HLC review also evaluated Minnesota West’s institutional planning, confirming the college's ability to support and sustain its additional locations. Provost Dr. Brown shared that the college recently revised its 2024-2029 Strategic Plan, emphasizing educational enhancement, stronger community partnerships, and long-term sustainability.

"Our approach is proactive—we anticipate industry needs and adapt our programs accordingly to equip students with relevant skills," said Dr. Brown. With projected short-term growth of 2-3%, mid-term program expansions in fields like HVAC and Dental Hygiene, and long-term goals aligned with Minnesota State’s Equity 2030 initiative, Minnesota West remains well-positioned for the future.

Student services at Minnesota West’s additional locations were also highlighted in the HLC report as a significant strength. Whether through digital library resources, academic advising, or career services, the college ensures that off-campus students have full access to institutional support. The college's staff have been instrumental in expanding these services, reinforcing the student-centered approach.

“We believe that academic success goes hand in hand with strong support systems. That’s why we continuously enhance our advising, tutoring, and career placement services to meet student needs wherever they are,” Dr. Brown stated.

The HLC’s findings confirmed that Minnesota West’s off-campus operations more than meet accreditation standards without requiring further review or monitoring. This endorsement reflects Provost Dr. Arthur Brown’s leadership and dedication to institutional excellence.
