What the State Legalization of Recreational Marijuana Means for Minnesota West

On May 30, 2023, Governor Tim Walz signed House File 100 into law, legalizing the use, possession, and cultivation of cannabis within the state. Possession for adults 21 and older is legal starting August 1, 2023, with limits. With changes in the state law, students, faculty, and staff may be wondering how the new legislation will impact the Minnesota West community.

Will marijuana be permitted on Minnesota West campuses?
The use of recreational or medical marijuana in any form, including edibles and extracts, remains prohibited by Drug and Alcohol-Free Campus Policy 5.18.1.

For Minnesota West, receipt of federal funds in the form of student loans, aid, and grants requires compliance with federal drug laws, including the Drug-Free Schools and Communities Act and the Drug-Free Workplace Act. Marijuana is a Schedule I substance under the federal Controlled Substances Act. Therefore, Minnesota West policies prohibit anyone from using, possessing, or distributing marijuana on Minnesota West property or at Minnesota West events, including off-campus events and related travel.

Do College policies prohibiting marijuana use apply to faculty, staff, students, and visitors?

Yes. Minnesota West policies and federal law prohibit anyone from using, possessing, or distributing marijuana on Minnesota West property or at Minnesota West events, including off-campus travel and events. As a recipient of federal funding, Minnesota West is required to take measures to prevent the illicit use of drugs and abuse of alcohol on campus. Faculty, staff, students, and visitors must abide by Minnesota West Drug and Alcohol-Free Campus Policy 5.18.1.

Can Minnesota West prohibit me from engaging in conduct that is permissible under state law?

Yes. Like alcohol, tobacco, and other controlled substances that may be permissible under state law, but are restricted by Minnesota West policy, Minnesota West will not permit the use of marijuana on College property or at College-sponsored events. As a higher-education institution, property owner, and recipient of federal funds, Minnesota West has a legal obligation to prohibit marijuana on campus and at events. Students, faculty, and staff who violate policies are subject to disciplinary action.

Can I use medical marijuana on campus?

No. Minnesota West does not allow faculty, staff, students, or visitors to possess marijuana on campus under any circumstances, regardless of medical status.

Minnesota West Policies and Federal and State Laws:

Policy 3.6 Code of Conduct
4.20.1 Alcohol and Other Drug Use
5.18.1 Alcohol or Other Controlled Substances
5.18.2 Use of Tobacco Products

Minnesota State law regarding marijuana use: Chapter 63 Statute
Federal law regarding marijuana use: Drug-Free Schools and Communities Act

Scavenger Hunt Clues

I waddle and I quack. I am a waterfowl. The males are called drakes. The females are called hens. We lay eggs in a nest once a year. It takes up to 28 days for them to hatch. A group of us are called a flock. We are omnivorous (eat both plants and tiny animals such as fish eggs, aquatic plants, small fish, worms and insects). We have three eyelids and can see in color. Some of our species live up to 20 years.

What am I?

Actually, I am a rubber duck. Look high! Look low!! We are everywhere you might go. See how many you can find. There are over 200 of us hidden around the campus.

When you are done looking for the ducks bring them back to Mary in Student Services to get in on the count. There will be a prize for the one that finds the most. Deadline: Thursday – 2:00 p.m.

Good Luck!

What is Occupational Therapy?

Occupational Therapy is a healthcare profession that works with people of all ages, diagnoses, and living situations to help achieve increased independence in their valued occupations. We consider the tasks of daily living, such as making breakfast, taking a shower, caring for children, playing, and even sitting in school, as important occupations that help individuals succeed in life. When someone is unable to do one or several of their valued occupations, an occupational therapy assistant may have the opportunity to work with the individual on an established plan of care to achieve the goals that the individual has helped set. It is a growing, challenging, and exciting career path for anyone who enjoys using their creative skills to help individuals become, regain, or work toward independence.   OTA 1

To provide students with the entry-level skills and service competencies to be professional, successful practitioners at providing individualized interventions across the lifespan.

Occupational Therapy Assistant Program Vision

To prepare OT practitioners to work with and among individuals of all ages, abilities, and living environments using the values of engagement, inclusivity, professional judgment, intra- and interprofessional partnerships, lifelong learning and advocacy, and the awareness of local and global occupational needs.

When students graduate from an ACOTE-accredited program, they are eligible to take the National Board for Certification in Occupational Therapy (NBCOT) certification exam. Passing the NBCOT exam is a crucial step in becoming a certified occupational therapy assistant (COTA). Once certified, individuals can then apply for licensure to practice in their chosen state. Licensing requirements may vary slightly from state to state, but holding NBCOT certification is typically a prerequisite for obtaining a license.

The English Transfer Pathway AA offers students a powerful option: the opportunity to complete an Associate of Arts degree with course credits that directly transfer to designated English bachelor's degree programs at Minnesota State universities. The curriculum has been specifically designed so that students completing this pathway degree and transferring to one of the seven Minnesota State universities* enter the university with junior-year status. All courses in the Transfer Pathway associate degree will directly transfer and apply to the designated bachelor's degree programs in a related field.

*Universities within the Minnesota State system include Bemidji State University; Metropolitan State University; Minnesota State University, Mankato; Minnesota State University Moorhead; Southwest Minnesota State University; St. Cloud State University; and Winona State University.

This is one example of an English Transfer Pathway, AA degree.
Courses with an * are optional courses in this transfer pathway.

Notes:

  1. Upon completion of this transfer pathway degree, students can transfer to a receiving Minnesota State Institution with junior standing. Four credits will transfer into at least one track (though, at each receiving school’s discretion, possibly more than one) of the receiving institution’s English major. Those four credits may be applied directly to a required major course when applicable at a particular receiving school or as an elective course in the major. Each receiving institution will make that determination. Thus, after completing the AA transfer pathway at a community college, a student transferring into a university that currently requires 40 credits of English Major coursework would only have to take 36 credits of English major coursework.
  1. Students completing the transfer pathway must complete one course of three or more credits in each of the four specified content areas even though some courses may, from a course outcome standpoint, meet the outcome requirements of more than one area. In other words, there are four content areas in the pathway and students must complete four courses to address those content areas.
  1. When possible, students are encouraged to take additional English courses beyond the four required by the transfer pathway to better prepare themselves for the major at the BA level. However, students must ensure that any classes they choose help them fulfill the MnTC requirements, and they should also know that there is no guarantee that such courses would transfer to the receiving institution’s English major.

Minnesota West Receives Grant

4/12/21

Minnesota West Community & Technical College Farm Business Management, Lamb & Wool and Small Business Management Programs recently received grant funding from Minnesota Telemedia. The grant, in the amount of $31,375 funded the purchase of enhanced technology equipment for all of our Farm Business Management, Lamb & Wool, and Small Business Management instructors.

The funding for the equipment will promote and enhance collaboration between instructors, student management groups and the agriculture community as another tool to teach, educate and collaborate with their member producers to be as successful as possible.
Mike Dierks, Farm Business Management instructor at Minnesota West notes, “This past year producers needed several meetings to discuss all the government policies and procedures that were taking place due to covid restrictions and plant closures. Those that elected to stay home realized that a ten minute zoom session was just as beneficial from home virtually as a trip into town for an in-person meeting. This enhanced technology opportunity saved them travel time and still answered the questions they had on requirements. This technology will also be helpful with reviewing financial documents with producers or hosting group meetings in an efficient manner.”
“We are very optimistic about the future of Farm Business Management in Southwest and West Central Minnesota as we strive to be the regional leaders in providing high quality management training to our farmer students. The addition of the technology that we were able to obtain from this grant will allow our FBM instructors to collaborate in a more efficient manner with our farmers and stakeholders to provide “just in time” information. As a group we are excited to bring in world-class speakers to our local communities via a distance and work with local school districts to provide access to these resources for our future generations of those involved in production agriculture. We look forward to increased efficiency and heightened opportunities for our farmers and the college,” comments Minnesota West Dean of Agriculture and Business, Paul Lanoue.
The scope and purpose of the project is a natural fit with the purpose and mission of the Minnesota Telemedia. The project outreach is very regional in nature and helps foster and build outreach and communication and collaboration as a result of the enhanced capabilities of the newly expanded services.

Andy Garcia Arreguin to be Featured by Minnesota State

1/28/21

Minnesota West Student, Andy Garcia Arreguin will be featured by Minnesota State on February 2, 2021 during Minnesota West Community and Technical College's Virtual Day at the Capitol for 2021.  Andy is a Liberal Arts Program (History Education) major here at Minnesota West and plans to become an educator.  He shares his story and the large role great educators have played in his life.  Andy is a Worthington, Minnesota native and his anticipated graduation date is Spring 2022.

AndyGarciaJan2021

Andy shares his story below:

My biggest accomplishment in life so far isn’t having been a state champion in soccer. My biggest accomplishment has been realizing that I want to join the education field and become a teacher. Growing up in Worthington I didn’t have many teachers that could relate to me. I did, however, have many teachers who had a major effect on my life.

Teachers play a major role in a young person’s life. I believe if I didn’t have the teachers I had I would not be where I am at now. I want to become a teacher to help students reach their full potential. I want to become a teacher to help make a difference in this world. Championships will come and go, but being able to say you made a difference in someone’s life — that is really a one-of-a-kind experience.

I chose Minnesota West as my school to continue my education because I saw they are investing not only in building a strong teaching program, but also in getting all sorts of people interested in teaching so every kid can have someone they relate to.

Look for Andy's feature and for more information about Minnesota State and Minnesota West on February 2, 2021 on Twitter, where Minnesota West will particpate in 2021's Virtual Day at the Capitol.

October is College Knowledge Month statewide in Minnesota.
A little background information on College Knowledge Month:
Sponsored by K12, higher education and nonprofit partners, the goal of College Knowledge Month is to provide every graduating high school senior with the preparation, opportunity, and support needed to apply to college.

College Knowledge Month. Explore. Plan. Apply!

Applying is only one step of the college application process - the result of thoughtful exploration and planning. With this time frame, students can participate in the process at their own pace - and schools can align this initiative with the many college exploration activities that are already taking place in the fall of the academic year. The objectives of this project are as follows:

To help schools establish and/or build upon a culture of college-readiness.
To communicate to all students the importance of preparing for and applying to college.
To engage and inform underrepresented students (first-generation college students, students of color, and low-income students) about post-secondary opportunities, culminating in the application process.
To provide a statewide message and excitement about exploring and planning for college.
To increase the number of Minnesota high school seniors who complete the college admissions process.
To wrap up College Knowledge Month, many colleges and universities accross the state waive application fees in October, including Minnesota West.

Minnesota West Hosts Training Workshop Lead by Minnesota Centers for Excellence

8/20/20

Minnesota West Hosts Training Workshop Lead by Minnesota Centers for Excellence

Minnesota West Community & Technical College hosts three-day Train-the-Trainer workshops by the Minnesota Centers for Excellence, designed specifically to engage and train area Ag and Tech-ed teachers. Over the course of these three days, area teachers have received hands on training to teach secondary students in the areas of small gas engines, welding, and energy. Teachers participating in the workshops have gained additional experience in lab settings, and will be prepared to bring a variety of skills and materials back to their classrooms this fall.

Beyond the training provided by Minnesota West field experts and instructors, participants will take away many ideas and other assets to utilize in their classrooms. The teachers participating will bring back a variety of tools for their classrooms including, a small gas engine, safety glasses, energy lessons with lab kits and the option of using the energy trailer for one week at their school, and ongoing contact with trainers to use as resources while prepping for their fall classes. These workshops are one of the many ways Minnesota West works with area resources to develop and help enhance the education of area students.

Paul Lanoue, Dean of Agriculture and Business, commented, “Our high school agricultural and technical education instructors are a critical drivers for students making decisions impacting future career pathways. Through this training, instructors from across the state will be able to directly walk a pathway for higher education in the trades fields. Participants in the training have commented that they appreciate knowing what we in the technical college world for an entering student so that they can better prepare our future workforce at the high school level.

It's been exciting to see the networking that is occurring between the high school instructors as they share tips and techniques for their classrooms especially with the uncertainty of distance learning in career and technical education.”

Rose Patzer, Interim Executive Director, Minnesota State Energy Center of Excellence, stated, “This has been a fantastic learning experience for both our faculty and high school teachers. Twenty-five agricultural and technical education high school teachers spent 3 days expanding their knowledge and classroom experience in automotive, energy and welding. The teachers are engaged, exchanging dialogue, and networking while practicing social distance protocols. Their take-aways from the workshop include lab kits, a small engine, curriculum, as well as program promotional materials and knowledge of the various resources that the Minnesota State Centers of Excellence provide.”

Minnesota West History Instructor Selected to Participate in International Faculty Development Seminar

    11/20/19

Minnesota West Community & Technical College History Instructor, Anita Gaul, has been selected as one of 16 community college faculty in the nation to participate in a 2 1/2-week fully-funded Faculty Development Seminar in Senegal, West Africa, in January. This seminar is funded and organized by the Council of American Overseas Research Centers (CAORC) in partnership with the West African Research Center (WARC).

“The theme of the seminar is “Diversity, Religion, and Migration in West Africa.” This seminar, based in Senegal’s capital city of Dakar but also visiting the historic towns of Toubacouta and Saint-Louis, will grapple with the complexities of diversity, religion, and migration in contemporary West Africa. As these issues attract greater attention across the globe, it is critical that American educators be able to interpret them for students eager to understand the rapid changes taking place in both the larger world and their own communities.

This two-week seminar geared towards faculty at U.S. community colleges and minority-serving institutions will feature lectures, panels, film screenings, and discussions on the history, culture, economy, and political life of Senegal, with a special emphasis on the country’s spiritual diversity and interreligious dialogue and tolerance. In addition, the seminar will explore the region’s growing transnational movements and their impact on society and especially young people.” According to the Council of American Overseas Research Centers (CAORC). To see the full details about this seminar visit https://www.caorc.org/faculty-development-senegal.

Anita Gaul, History Instructor, states, “I am thrilled that I was chosen to participate in this seminar. The opportunity to learn about the history and culture of Senegal and West Africa will improve my courses, particularly those I teach on World History. A broader global perspective will enable me to better understand my students as well. Many students at Minnesota West are first- or second-generation African immigrants. This seminar will strengthen my cultural awareness and help me identify ways they can succeed in my classroom. An added bonus is that I will be spending two weeks in West Africa where the weather is around 70 degrees, a nice break from January in Minnesota!”

Minnesota West Awarded Practical Nursing Accreditation

    10/16/19

Minnesota West Community and Technical College is pleased to announce that the Accreditation Commission for Education in Nursing (ACEN) has awarded initial accreditation for the Practical Nursing (PN) Program as of September 2019. The Minnesota West Nursing Program has successfully fulfilled all requirements to achieve this program accreditation spanning 2018 to 2024 by ACEN. Nursing accreditation from the ACEN indicates the achievement of quality and excellence in nursing education.

The Minnesota West Practical Nursing Program prepares students to take the National Council Licensure Examination (NCLEX-PN), the license that allows a graduated student to work as a Licensed Practical Nurse or LPN. Minnesota West PN student graduates have earned top honors in the state and nationally on the NCLEX-PN for many years, including 96% and 99% test success in 2018 and 2019. Each year the program admits 128 students between the three Minnesota West campuses of Granite Falls, Pipestone, and Worthington.

Dr. Dawn Gordon, Dean of Sciences and Nursing comments, “We are pleased to offer high-quality nursing education. Accreditation from the ACEN demonstrates achievements by the program, faculty, and students at Minnesota West. The PN Program hosted a team of peer evaluators in February 2019 – comments during their visits included their overall support of the quality education and training that Minnesota West provides for PN students. The peer evaluators specifically noted that the program was technology driven, adapts well to the rural communities of the region, and does a nice job working with the diverse populations in Southwest Minnesota.”

Minnesota West President, Dr. Terry Gaalswyk notes, “I am very proud of the program and the hard work of Dean Gordon, the faculty, and students. I’m extremely proud of the nursing programs and their accreditations at Minnesota West.”

The Accreditation Commission for Education in Nursing (ACEN) supports the interests of nursing education, nursing practice, and the public by providing specialized accreditation for all levels of nursing education and transition-to-practice programs. As the leading authority in nursing education accreditation, the goal of the ACEN is to be a supportive partner in strengthening the quality of nursing education and transition-to-practice programs.

Free Application Month at Minnesota West

    10/1/19

Minnesota West celebrates College Knowledge Month by waiving application fees for all prospective students for the entire month of October 2019!

    • To help schools establish and/or build upon a culture of college-readiness.
    • To communicate to all students the importance of preparing for and applying to college.

Minnesota West Receives HLC Location Approvals

    7/23/19

Minnesota West Community & Technical College is accredited through the Higher Learning Commission (HLC) and most recently received accreditation status for additional locations including Fairmont High School in Fairmont, MN and Marshall Area Technical & Educational Center, in Marshall, MN.

These location sites met the definition of the number of credits offered at one location. At Fairmont High School students are able to achieve over fifty percent of a Liberal Arts A.A. degree. At Marshall Area Technical & Educational Center, students are able to achieve a Welding Certificate.

Dr. Kayla Westra, Dean of Institutional Effectiveness & Liberal Arts comments, “Minnesota West is dedicated to serving students in the region, and our partnerships with our K-12 institutions are critical to expanding access to education for students who may not be within driving distance of one our campuses.  These two schools showcase how dedication to access and opportunity can change students’ lives for the better.”

"Fairmont Area Schools is honored to collaborate with Minnesota West to provide college in the high school programs for our students.  Last year, our students saved $340,000 in tuition costs by earning credits through the college in the schools program," comments Joseph E. Brown, Sr., Fairmont Area Schools Superintendent

Marshall Public School’s Superintendent, Scott Monson, stated, “We appreciate the opportunity to partner with Minnesota West for the program at MATEC. Our students have even better opportunities to pursue a career in welding because of the credits and certificate they are able to earn from Minnesota West. Perhaps more importantly, the opportunity often attracts students to a welding career, which is beneficial to regional businesses who have needs to skilled welders.”

Westra is President-elect of NACEP Board

    8kayla westra 2018/24/18

Minnesota West would like to congratulate Kayla Westra on being elected as the President-elect for the NACEP (National Alliance of Concurrent Enrollment Partnerships) Board of Directors. Kayla has been involved in concurrent enrollment as an English mentor faculty member and Dean for over 17 years. After many years of service as a volunteer in NACEP and Minnesota Concurrent Enrollment Partnerships, Kayla was elected to the Board last year as Two-Year Public Institutional Representative. She will begin a two-year term as President-elect (followed by two years as President) this November.

Dr. Kayla Westra, Minnesota West Dean of Institutional Effectiveness and Liberal Arts, has spent 17 years working in concurrent enrollment. Kayla has worked as both a concurrent enrollment mentor faculty (English Faculty, mentor for 9 years) as well as the dean responsible for the concurrent enrollment at Minnesota West Community & Technical College for the past 8 years.

"I am interested in serving for this position as a way to assist, nation-wide, with quality concurrent enrollment programs. Those involved with accreditation efforts are critical to helping raise the academic bar in many areas of higher education, and this in turn helps us better serve our students as they progress through their post-secondary pathways. Another reason that I am interested in serving in this capacity is that I have found that when I am involved and serving, I can also learn and share that information at my institution, at the state level (MnCEP), and through NACEP, across the nation. Providing a quality education that meets the needs of our students is the calling I have followed for 20+ years," stated Kayla.

For more information, contact us at www.mnwest.edu or 800-658-2330.

The National Alliance of Concurrent Enrollment Partnerships (NACEP) works to ensure that college courses offered by high school teachers are as rigorous as courses offered on the sponsoring college campus. As the sole accrediting body for concurrent enrollment partnerships, NACEP helps these programs adhere to the highest standards so students experience a seamless transition to college and teachers benefit from meaningful, ongoing professional development.

Minnesota West Foundation Receives $10,000 AT&T Contribution

    att donation to foundation10/5/16
The Minnesota West Foundation received a $10,000 AT&T donation to support its student scholarship program during an event at the Merit Center in Marshall.

The $10,000 AT&T donation will expand the offering of the entry level Safety Awareness course to students ages 15-21 within southwest Minnesota who lack a high school diploma.

Minnesota West Community & Technical College will partner with the Southwest Minnesota Private Industry Council Youth Services, the Worthington School District, the Marshall Area Technical Education Center and Red Rock Area Learning Center to identify students as well as to deliver programming.

“We are very excited to receive this AT&T donation to provide scholarships to students who need financial assistance to continue their education,” said Michael Van Keulen, Director of the Minnesota West Foundation.

“This course will help these students achieve basic knowledge of a safe and productive workplace, as well as training on health and safety requirements.”

AT&T’s donation of $10,000 will fund scholarships for tuition, fees and supplies for 16 students. Typically, students who receive scholarships are first generation college students.

“AT&T Minnesota is committed to helping advance the education of our young people,” said Paul Weirtz, president of AT&T Minnesota. “We are proud to support Minnesota West’s scholarship program and help more students receive the education they need to be prepared for careers in the 21st Century.”

Students who complete the Safety Awareness course will earn two college credits that can be applied to the Industrial Technology diploma or to an A.A.S. degree through Minnesota West Community & Technical College.

“This is exciting news for Minnesota West students who are looking to continue their education and are in need of financial support,” said State Senator Gary Dahms. “Many of today’s students face financial obstacles to realizing their dreams of continued education. Scholarship support is so critical to helping many students attend and graduate college.”

“Higher education is vital to the continued prosperity of Minnesota and its residents,” said State Representative Chris Swedzinski. “It’s great to see leaders in business and education working together to help provide access to education through scholarships for many first generation college students.”

The Minnesota West Foundation believes in affordable and accessible educational opportunities for students. Because of this belief and commitment to education, the Foundation provides funding for scholarships and development opportunities for students attending Minnesota West Community & Technical College.

As a company, AT&T has a long-standing commitment to helping advance education through donations to local organizations and through the AT&T Aspire program.
